Dealer, four patrons face charges of cheating at Woodbine Casino
The Ontario Provincial Police Investigation and Enforcement Bureau has laid charges against five people in connection with alleged illegal activity at Toronto’s Woodbine Casino.

The bureau, along with the Alcohol and Gaming Commission of Ontario (AGCO), was contacted on Oct. 19, 2022, regarding allegations that a table games dealer was colluding with patrons at Woodbine.
Arthur Segovia, 52, of Etobicoke, has now been charged with criminal breach of trust, cheat at play, theft over $5,000 and fraud over $5,000.
Khalil Evans, 29, Donovan Smyth-Todd, 30, Daniel Hatton, 25, all of Toronto, and Andrew Gayle-Bourne, 33, of Oakville, are all charged with cheat at play, theft over $5,000 and fraud over $5,000.

Bill Dickson, a media relations spokesperson for the OPP, couldn’t say what the table game was or the amount of money involved in the case but did say, while rare, he has seen these type of allegations in the past.
“I have seen cheat at play before,” said Dickson. “It’s not one that I’ve dealt with often. But whenever you get into anyone (allegedly) doing anything illegal at the casino, that will be one that does come up. It’s not one you hear everyday, for sure. It’s not totally unusual. But it’s not a case we deal with on a daily basis. Not frequently, not often.”
The accused have all been released from custody and are scheduled to appear before the Ontario Court of Justice in Toronto at later dates.
The investigation is ongoing.
